Rule Execution
Rules are executed in the order in which they are listed in a ruleset. To modify their order, check out the ruleset and then click the up or down arrows next to a rule. The order of execution is top to bottom.

Even though you can sort rules in a ruleset when the ruleset is not checked out, that sort order has no effect on the rule execution order. The sorted view is a temporary display that can be used to easily scan or access a particular rule. If you check out the ruleset, the rules will be displayed in the execution order for the ruleset.
